...that people handle a four-way stop better if it is a light that has gone out as opposed to an actual stop sign. My theory is that it is because the light being out is actually something different. Whereas, the stop sign is something you get used to and tend to react to as an afterthought (if it's one you use often).

Down here we've had some construction this summer that has caused the switch from light to 4-way stop. Not good. My biggest pet peeve with that is when people just don't go. Hey, 14 other cars have gone--maybe you could, too! My old supervisor was the worst...
